Sanford, FL Parking Rules: Loading Zones (2026)

Sec. 58-43 of the Sanford City Code, adopted by Ordinance No. 4584 on January 25, 2021, gives the city manager, acting with the city attorney, authority to establish passenger and freight loading and unloading zones and to erect the signs or markers that give legal notice of them. Once a zone is marked, subsection (b) makes it unlawful to stop, stand or park in a passenger zone for any purpose other than the expeditious loading or unloading of passengers, and only during the hours the zone's rules are in effect, for no longer than three minutes.

Subsection (c) applies the same expeditious-use standard to freight zones, covering the unloading and delivery or pickup and loading of materials, and it is unlawful to remain longer than the time posted on the zone's sign. Because the loading-zone rules sit in Chapter 58, Article II alongside Sanford's general parking article, a vehicle that overstays a loading zone or parks there without an active loading or unloading purpose falls under the general prohibited-and-limited-parking authority of Sec. 58-41 as well, and enforcement follows the same fine schedule set out in Sec.

58-50 for parking violations generally, since Article II does not carve out a separate loading-zone fine. City enforcement officers, defined in Sec. 58-52 to include police, community service and code enforcement officers, may cite a vehicle occupying a loading zone outside its permitted use.
