For existing buildings, California Civil Code §4745 (single-family/condominium) and §1947.6 (rentals) protect a property owner's or tenant's right to install an EV charging station on dedicated parking, overriding most local restrictions, subject to standard permit and electrical-safety requirements.
Building Division enforces CALGreen at plan check and inspection; permits will not be finalized without compliant EV-ready infrastructure. CALGreen violations may delay certificate of occupancy. Civil Code §4745 disputes are civil matters between HOA/owner or landlord/tenant.
