Section 46-34(a) authorizes the director of public safety to designate parking areas, zones or spaces where parking is regulated or prohibited, based on engineering and traffic studies or the need to manage special events near public rights-of-way or city property. Section 46-34(b) spells out the range of restrictions the director can impose without limiting that general authority: parking prohibited at all times or at designated times, parking limited to specified vehicle types, or a cap on how long a vehicle may remain parked consecutively, which is the mechanism the city uses for overnight and time-limited parking zones rather than a single blanket citywide overnight ban.

Section 46-34(c) requires every such zone to be marked with adequate signs stating the restriction in a legible manner, so a driver has notice before parking. Enforcement runs through § 46-36: parking enforcement officers and police officers issue written citations under § 46-36(a), fines are set by the city council from time to time under § 46-36(b), and § 46-36(c)(1) specifically authorizes towing any vehicle left unattended in a restricted zone for 24 hours or more, at the vehicle owner's expense. The same towing authority under § 46-36(c)(2) and (3) also covers vehicles blocking a council-authorized street closure or posing a safety threat to traffic.
