Section 3-8-B-2 sets a continuous-time limit rather than a nightly street ban. A vehicle cannot be parked upon any public street or any public property, continuously, for a period in excess of forty eight (48) hours unless otherwise posted. The Code closes the obvious workaround: the provision cannot be defeated by a mere location change of any offending vehicle, so rolling a car down the block does not restart the 48 hours. A posted sign can set a different limit, and an official copy of the Standard Traffic Ordinance adopted in Section 3-8-A-1 adds its own parking rules on top.

The word overnight has a narrow meaning in this section. Section 3-8-B-7-C defines it, for purposes of Section 3-8-B-2 only, as between the hours of 1:00 a.m. and 4:00 a.m. The prohibition attached to that word covers the Civic Campus parking garage and the Shawnee Mission School District Aquatic Center parking garage: no vehicle, except authorized vehicles, can park there overnight. An authorized vehicle is one owned by a public entity and clearly identifiable as such through registration, official markings or logos, or one authorized by a permit issued by the City or the Shawnee Mission School District. Public entities named in the Code include the City, the school district, the Johnson County Library and the Johnson County Parks and Recreation District. Reserved spots in the Civic Campus garage are also off limits to anyone but authorized vehicles.

Two neighboring rules use the same 48-hour clock. Section 3-8-B-3 bars leaving a hauling trailer unhooked on a public street, right-of-way or public property for more than 48 consecutive hours, and it lets any police officer remove one after 48 hours. Commercial vehicles in Residential Zoning Districts face a much shorter limit of two consecutive hours under Section 3-8-B-2-A-3. The named owners on a title or registration document are presumed jointly and severally responsible for any of these parking violations.
