Section 3-8-B-2-A-4 governs what the Code calls a Device: any watercraft, recreational vehicle, motorhome, camping trailer and shell, truck cap, pop-up camper, slide-in camper, personal hauling trailer or similar device. No one can park, place or store a Device outside a fully enclosed structure in a Residential Zoning District unless the section specifically permits it. No Device can exceed forty feet in length, nine feet in width or twelve feet in height.

Driveways carry the tightest limit. A Device cannot be parked, placed or stored in a driveway for more than four separate twenty-four hour periods within a thirty day span. Each period starts when the Device is first parked there and ends twenty-four hours later, and each counts separately. A homeowner who needs more time can apply to the Community Development Department for a temporary permit of up to seven days, and no more than four permits are allowed in a calendar year at the same address. A Device can also sit in a driveway for up to two consecutive hours for active loading or unloading and trip preparation.

Side and rear yards are the alternative. A Device there goes behind the front building line of the house, as close to the main building as possible, on a dust-free, rut-free surface, and it must be substantially screened by fencing or vegetation to its full height and length from adjacent public streets and neighboring ground level. On a corner lot a Device can go in the street side yard but not within fifteen feet of any public street, measured from the closest curb. Screening fences follow Section 4-1-B-24-F-5, and a permit from the Community Development Department can raise the height, never above twelve feet.

The total number of Devices outside an enclosed structure depends on the lot: one Device on a lot under 1 acre, two Devices on 1 to 5 acres, and unlimited Devices above 5 acres. Multi-family lots need designated areas on the site plan or written approval from the Community Development Director, and Devices there cannot exceed 5 percent of licensed rental units or ten in total.
