The parking fines schedule in section 98-105(a) sets a flat $40 civil infraction fine for parking over 24 hours, item (9) on the schedule administered by the city's parking violations bureau, housed in the office of the city treasurer under section 98-102. That 24-hour limit sits alongside a separate, weather-triggered overnight restriction: section 98-108 lets the mayor declare a winter weather emergency whenever snow, sleet or freezing rain accumulation, or a National Weather Service forecast of the same, makes it necessary to prohibit parking on city streets for plowing and de-icing.

Once declared, the parking prohibition takes effect two hours after the mayor's public announcement and stays in effect until the mayor terminates it, except that any block that becomes substantially clear of snow and ice curb-to-curb is automatically excluded. Violating either the 24-hour rule or an active winter weather emergency carries its own $40 line item on the fine schedule, item (12) for violating the winter weather emergency specifically. A vehicle parked in violation of the winter emergency can also be towed and impounded, with the impound fee waivable only at the mayor's discretion. Only the Oakland County Sheriff's Office is authorized to enforce the winter weather emergency parking ban under section 98-108(i)(1).
