Rochester Hills, MI Parking Rules: Snow Removal Parking Rules (2026)

Section 98-108(c) lets the mayor declare a winter weather emergency based on actual snow, sleet or freezing rain accumulation, or a forecast of the same from the United States Weather Bureau or another weather service, whenever it becomes necessary to expedite traffic and prohibit parking on city streets for plowing, de-icing and other purposes. The mayor can apply the ban to all city streets or only the portions the mayor determines necessary. Under subsection (d), once in effect the prohibition stays in force until the mayor announces it terminated, except that any block that becomes substantially clear of snow and ice curb-to-curb, or to the shoulder edge on streets without curbs, is automatically excluded from the ban.

The declaration itself does not take effect immediately: subsection (f)(2) delays it two hours after the mayor's first public announcement, which subsection (f)(1) requires be made by broadcast or telecast between 6:00 a.m. and 8:00 p.m., describing the affected streets and effective time. A stalled or disabled vehicle left on a banned street must be removed by the driver as soon as possible; simply raising the hood to signal a breakdown does not excuse leaving it there. Enforcement of section 98-108 belongs solely to the Oakland County Sheriff's Office under subsection (i)(1), which may issue parking violation notices or appearance tickets, and any violation is a civil infraction with a rebuttable presumption that the registered owner was the one who parked the vehicle.
