Rochester Hills, MI Parking Rules: Street Parking Limits (2026)

Section 98-103(a) makes every parking violation defined in the Michigan Vehicle Code, as adopted by the city, and every parking rule elsewhere in the city Code a civil infraction processed under sections 6a and 907 of the Vehicle Code. Deputy sheriffs of the Oakland County Sheriff's Office, Michigan State Police officers, and any limited duty officer the mayor authorizes can issue a parking violation notice under section 98-103(b). The fine schedule in section 98-105(a) lists $40 for blocking a crosswalk, sidewalk, alley, drive or traffic (item 6), double parking (item 7), improper parking (item 8), and generic prohibited parking (item 10), with a higher $100 fine reserved for prohibited parking in a handicapped space (item 11).

Notice of a parking violation does not need to be served on the driver personally; section 98-103(c) allows it to be attached directly to the vehicle, and if the fine goes unpaid the bureau can have a uniform traffic citation or sworn complaint filed with the district court under section 98-104. Section 98-107 separately bars parking a vehicle on private property without the owner's consent, and bars parking on private property within 100 feet of a street right-of-way to display or sell merchandise from the vehicle, outside a licensed dealership or sales lot.

Payment goes to the parking violations bureau, housed in the city treasurer's office, which deposits fines to the general fund or fire fund as the council directs.
