010, in response to motor vehicle congestion from nonresidents who do not visit or do business in a neighborhood but park there long-term, which the council found threatens residents' health, safety and welfare. 020 lists the findings behind the program: reducing hazardous traffic from commuter vehicles, protecting neighborhoods from pollution, noise and trash, preserving residential character and property values, and promoting commercial areas by clearing commuter parking while reserving free short-term customer spaces. 050 sets the eligibility test: an area qualifies if surveys and studies show it is adversely affected by vehicle traffic for an extended period during the day, night, weekends or holidays, weighed against factors like resident demand, occupancy of legal spaces and the share of commuter versus resident vehicles.
