Oneida, NY Parking Rules: Preferential Parking Districts (2026)

1, added June 21, 2011 by Local Law No. 5-2011, creates the city's permit parking district system. Under Subsection A, the Commissioner of Public Safety designates permit parking zones in streets or public parking areas only after the Common Council adopts a resolution directing that a particular zone be created, and the Commissioner must then have appropriate signage erected and pavement markings applied to delineate the restricted zone. Subsection B is the operative prohibition: no person may cause, allow, permit or suffer any vehicle registered in their name, or operated by them, to be parked wholly or partially in a designated permit parking only zone unless a valid permit issued by the City Clerk is clearly visible on or in the vehicle.

This is a genuine local permit-district mechanism rather than a blanket restriction: it only takes effect street by street as the Common Council authorizes a zone, meaning most Oneida streets carry no permit requirement unless specifically designated. Because the section ties enforcement to visible display of a Clerk-issued permit, an officer can cite a vehicle parked in a marked zone without a displayed permit even if the vehicle's owner holds a valid permit that simply is not displayed.
