The city manager may designate, by written directive, parking permit areas within the city. Permits display on the lower-left corner of the rear driver's-side window; visitor passes hang from the rearview mirror. Fees for annual permits and for lost, damaged, or stolen replacements are set by the city manager in the fee compendium (Sec. 20-81), and every permit expires May 31 (Sec. 20-83). Signs must be posted before enforcement begins, and Sec. 20-84 bars enforcement until ten days after signs go up.
Sec. 20-85 makes it unlawful to park in conflict with the posted restriction (general parking penalties apply), makes false representation for eligibility a Class 2 misdemeanor, and makes using another vehicle's permit a Class 3 misdemeanor. Emergency, service, and construction/utility vehicles on a call are exempt under Sec. 20-86.
