Rocklin, CA Parking Rules: Preferential Parking Districts (2026)

Rocklin Municipal Code § 10.26.010 authorizes the city to create a residential permit parking program in specific areas the city council designates by resolution, giving residents of those areas preferential parking that exempts them from the time limits otherwise posted for parking in the area. Under § 10.26.020, the city issues residential parking permits in a quantity set by council resolution, through a permit system the Rocklin Police Department develops and administers for residents living within the designated boundary. A vehicle displaying a valid permit is exempt from any parking time limit in effect at that location, but the section is explicit that a permit does not excuse a resident from any other Vehicle Code or Municipal Code provision that still applies, such as the 72-hour rule at § 10.24.050 or curb-marking restrictions at § 10.24.020.

Section 10.26.030 carves out seven categories of vehicles that stay exempt from the permit requirement while performing official duties even without a resident permit: government vehicles, emergency vehicles, public and private ambulances, utility company vehicles for gas, electric, phone, internet or cable service, federal and private mail and package carriers, private commercial vehicles performing a service such as landscaping or pest control, and vehicles displaying a valid California disabled-person placard or plate. Because the program depends on a council resolution to designate a neighborhood, boundaries and permit quantities vary by district rather than applying citywide.
