Rocklin, CA Parking Rules: Loading Zones (2026)

Rocklin Municipal Code § 10.24.260 gives the city traffic engineer authority to designate and mark loading zones and passenger loading zones at any place within a business district, or elsewhere in front of the entrance to a place of business or a hall used for public assembly. The companion section, § 10.24.270, limits how much of a block's curb the city can convert to loading use: not more than one-fourth of the total curb length in any block may be reserved for loading zone purposes, protecting the remaining curb for general parking and standing.

Curb color coding set out separately at § 10.24.020 backs up these designations; a yellow curb, for instance, bars stopping, standing or parking between 8:00 a.m. and 6:00 p.m. except for loading or unloading, capping passenger loading at three minutes and materials loading at twenty minutes. Loading zones sit alongside, but are legally distinct from, the public transit zones authorized at § 10.24.280, which the traffic engineer may extend past the standard forty-foot length when evidence shows it is necessary, and which are reserved exclusively for transit vehicles.

No section in Chapter 10.24 sets a unique penalty for misusing a loading zone, so enforcement runs through the citywide curb-marking violation in § 10.24.020(B) and the general penalty clause at § 1.18.010, which punishes an unspecified violation as a misdemeanor under state law.
