There is no single countywide ordinance reserving streets for RVs and boats throughout unincorporated Ventura County. Instead, the rules depend on community and on whether the vehicle is on a public road or a private lot. In the designated communities of Oak Park (Ordinance Code Sec. 7251), Oak View and Casa Conejo (Sec. 7252, added by Ord. 4524), parking any vehicle longer than the oversized thresholds on a county highway is unlawful, with an exemption for an oversized recreational vehicle for up to seventy-two (72) hours while preparing for or recovering from a trip (a trip being an excursion of more than 24 continuous hours outside the area). On private residential property, the Non-Coastal Zoning Ordinance (Sec. 8106-5.3, Parking in Setbacks) bars parking in a required front or street-side setback except that operative, licensed, registered vehicles and accessory boat or vehicle trailers may be parked in a driveway leading to a garage/carport or on a paved area no wider than 10 feet adjacent to the driveway. Sec. 8106-8.2 limits residential open storage by area and to a 6-foot height, though boats and unstacked motor vehicles may exceed the 6-foot height limit. Elsewhere in the unincorporated county, the controlling rule is the state 72-hour limit (California Vehicle Code 22651(k)).
In Oak Park, Oak View, or Casa Conejo, an RV or boat trailer over the size limits left on a county road outside the 72-hour trip window is a violation. Countywide, a vehicle left on a public road over 72 hours can be removed under CVC 22651(k). On private lots, parking in a required setback or open storage exceeding the area/height limits can draw a zoning notice.
