Section 7-3-11 gives the city three separate tools against vehicles that interfere with winter street maintenance. Subsection A flatly prohibits parking a vehicle or semitrailer on the street during a snow event, with no exception written into the section itself. Subsection B separately bars parking in any manner, snow event or not, that obstructs or interferes with an emergency response vehicle. Subsection C treats any vehicle that forces a snowplow or emergency vehicle to drive around it as abandoned or in continuing violation, exposing it to citation, removal, and impoundment regardless of how long it has actually been there.

Subsection D adds a specific 48-hour clock for snowbound vehicles: once a vehicle becomes snowbound because plows have worked around it, the owner has 48 consecutive hours before the city can deem it abandoned, after which it is subject to removal and impoundment under state law. This section carries forward from the 2009 recodification and was most recently amended by Ordinance 24-51 on November 6, 2024. It operates alongside the rest of chapter 3: enforcement runs through a law enforcement officer or a parking enforcement official under section 7-3-13, and citations can be prosecuted civilly under the Title 16 administrative process or, in appropriate cases, criminally.
