Subd. 7(A) bars anyone, without a specific city contract or special permission, from placing snow or ice in the travel portion of a street, sidewalk or trail right-of-way, or from pushing, blowing or otherwise moving snow or ice across a public street to be deposited in the right-of-way on the opposite side; doing so is declared a public nuisance. This targets the act of depositing snow into the right-of-way, such as blowing driveway snow onto the street or across it, rather than imposing a blanket duty to shovel a public sidewalk after every snowfall.

Subd. 7(B) then puts the cleanup duty on the owner or occupant responsible for the deposit: they must remove the snow or ice from the travel portion of the right-of-way within 12 hours after the city gives notice. If that 12-hour window passes without removal, the city proceeds under Chapter 10's public nuisance abatement procedures, which typically let the city do the work and assess the cost to the property. Subd. 7(C) makes a violation of the subdivision a petty misdemeanor offense in its own right, independent of any nuisance-abatement costs.
