Section 8.13.040 is a single flat sentence: it is unlawful for a person to solicit by coercion. The substance of the ban lives in the seven-part definition of 'coercion' in § 8.13.020, which covers approaching or speaking to someone in a way that would make a reasonable person believe they face imminent bodily injury or a crime against their person or property; persisting in a solicitation after the person solicited has given a negative response; blocking, alone or as part of a group, the passage of a solicited person; conduct reasonably construed as intended to compel or force compliance with a demand; using violent or threatening gestures; willfully providing or delivering unrequested goods or services while demanding or pressuring payment in return; and using profane, offensive or abusive language inherently likely to provoke an immediate violent reaction.

Any one of those seven acts, committed while soliciting, completes the offense; the section does not require all seven or require that the solicitation otherwise be unlawful under the location-and-hour rules of § 8.13.030. The chapter's purpose clause in § 8.13.010 frames the ban as protecting residents from fear and intimidation while still leaving room for constitutionally protected solicitation that is not coercive, so the section targets manner and tactics rather than the underlying act of asking for money or contributions.
