Lake Elsinore, CA Public Conduct: Skateboarding Rules (2026)

Chapter 10.56 covers skateboards, roller skates, coasters, scooters, and toy vehicles not classified elsewhere as bicycles or motor vehicles, per the scope in § 10.56.010. Section 10.56.020 flatly prohibits riding, propelling, or otherwise operating a skateboard or roller skates on a sidewalk or parking area within a business district. Section 10.56.030 separately bans operating a skateboard or roller skates in willful or wanton disregard for the safety of persons or property, a citywide reckless-operation standard that is not limited to business districts. Section 10.56.040 requires a skateboard or roller-skate rider on any sidewalk or roadway to yield the right-of-way to pedestrians, animals, wheelchairs, and motor vehicles.

Section 10.56.050 bans riding on any roadway between sunset and sunrise, and § 10.56.060 bans building or using a ramp or other incline device for skateboarding or roller-skating on a public sidewalk or roadway. Riders at City-designated skate areas such as McVicker Canyon Skate Park must wear a helmet, kneepads, and elbow pads under § 10.56.070. Chapter 10.60 supplies the citywide traffic-code penalty: where no specific penalty is stated, a violation of this title is punished according to Chapter 1.16 LEMC, and any fines collected are deposited into the City's traffic safety fund under § 10.60.020.
