Sec. 130.14, titled 'Begging prohibited,' traces to Code of 1968 § 93.24 and sits in Division 2, 'Offenses Against Peace,' of Chapter 130, General Offenses. The section reads in full: 'No person shall be found begging in the city.' Unlike ordinances that target only aggressive panhandling, blocking pedestrians, or approaching people at ATMs and bus stops, Muncie's rule is a flat citywide ban on begging itself, applying equally downtown, near Minnetrista, near Ball State University, and along the White River corridor. It sits next to Sec.

130.12, which bars idling or loitering in public places, parks, cemeteries, and railroad depots, and Sec. 130.13, which prohibits lying or sleeping in public streets, alleys, and buildings without the owner's permission; all three carry the same cross-referenced penalty.
