Muncie, IN Public Conduct: Skateboarding Rules (2026)

Section 92.10, part of Chapter 92's minors and restrictions division, was carried forward from the 1968 Code and updated by Ord. No. 18-25 in June 2025 to add the Westside Park exception by name. The rule itself is a flat citywide ban: no person, regardless of age, may use a skateboard on public property within the City of Muncie. The only carve-out is public parks operated by the City of Muncie Department of Parks and Recreation, and the ordinance specifically calls out the skatepark located in Westside Park as one place the exception applies, though its including-but-not-limited-to language leaves room for skateboarding in other city parks as well.

Because the section sits in Chapter 92 alongside the pinball-machine and blank-gun-and-knife restrictions on minors, but its text applies to any person, the prohibition is not limited to juveniles: an adult skateboarding on a public sidewalk, street, or municipal parking lot downtown is equally in violation. The ordinance does not create its own fine schedule, so a violation is punished under the citywide general penalty in § 10.99, which caps fines at $2,500.00 for any code violation lacking a specific penalty of its own. The Muncie Police Department is the enforcing agency for a public-property offense of this kind, consistent with its general charge to enforce all city ordinances.
