Coon Rapids, MN Public Conduct: Jaywalking (2026)

Chapter 9-400 of the Coon Rapids City Code, "Pedestrians," contains the city's only jaywalking rule, and it is narrower than a citywide mid-block crossing ban. Section 9-401 makes it unlawful for a pedestrian to cross a roadway that abuts or is adjacent to property where a school is located, whenever that roadway has marked crosswalks, except at those marked crosswalks. The rule does not reach every street in the City of Coon Rapids; it applies specifically to roadways next to school property and only where the City has painted a crosswalk.

Elsewhere in the city, pedestrians crossing outside a crosswalk fall under state traffic law, not this chapter. Section 9-402 sets the penalty: a person convicted of violating Chapter 9-400, which also covers bicycle rules in Chapter 9-500 and snowmobile rules in Chapter 9-600, is subject to a fine of not more than $25. The Coon Rapids Police Department, which also handles animal control citywide, is the enforcing agency for pedestrian and traffic violations under Title 9. Because the crosswalk requirement sits inside the pedestrian chapter rather than a school-zone traffic chapter, it functions as a school-safety measure targeting the specific hazard of pedestrians darting across a road near a schoolyard instead of using the crossing the City installed for that purpose.

There is no companion provision creating a general jaywalking offense for downtown Coon Rapids, Riverdale, or the Highway 10 corridor; those areas rely on Minnesota traffic statutes for pedestrian right-of-way. A citation under § 9-401 carries the $25 cap set specifically for this chapter rather than the citywide default fine in § 2-204.
