Coon Rapids, MN Public Conduct: Loitering Rules (2026)

Section 10-420, titled "Other Unlawful Behavior," is the Coon Rapids City Code's catch-all conduct rule for public parks, and subsection (6), "Loitering and Boisterousness," is its loitering provision. It prohibits a person in a park from sleeping or protractedly lounging on seats, benches, or other areas, and separately bars engaging in loud, boisterous, threatening, abusive, insulting, or indecent language, or any disorderly conduct or behavior tending toward a breach of the public peace. The same section addresses other unwanted park behavior: subsection (1) bars occupying a reserved pavilion or structure section set aside for the opposite sex, subsection (2) bars soliciting alms or contributions, subsection (3) bars entering an area posted "Closed to the Public," and subsection (9) restricts amplified sound that carries beyond the immediate vicinity of the equipment.

The loitering language is scoped to park property; it does not appear in Chapter 8-100's citywide nuisance provisions or in a standalone public-conduct chapter, so it does not reach sidewalks, transit stops, or private business frontages outside a City park. A person cited for lounging on a park bench overnight would typically also fall under the after-hours park closure in § 10-422 between 10:00 p.m. and 5:00 a.m., and repeated violations can support ejection. Because subsection (6) folds sleeping, lounging, and boisterous language into a single loitering clause, the City treats disruptive park behavior as one offense rather than issuing separate loitering and disorderly-conduct citations.
