Section 7-107 of the Coon Rapids City Code sits in Chapter 7-100, General Provisions, of Title 7, Crimes. It makes urinating in a public place a petty misdemeanor, the lowest tier of offense under Minnesota law, meaning the city treats the act as a fineable violation rather than a criminal offense carrying jail exposure. The ordinance's definition of "public place" is deliberately wide: it names streets, parking lots, sidewalks, malls, boulevards and parks, then adds a catch-all for any other place open to public view.

That catch-all lets the Coon Rapids Police Department cite conduct on private property, such as a store parking lot or an apartment complex driveway, so long as the act would have been visible to passersby. The only carve-out in the text is for enclosures designed for use as a toilet or restroom, which shields portable toilets, public restrooms and similar fixtures even when they sit outdoors in a park or along the riverfront. Because the section requires no proof of intent to offend or expose oneself, it functions differently from a state indecent-exposure charge: an officer needs only to establish that the person urinated somewhere within the ordinance's broad public-place definition.
