Garden Grove, CA Public Conduct: Outdoor Smoking Restrictions (2026)

Chapter 8.40 of the Garden Grove Municipal Code sets the rules for city park facilities, and Section 8.40.090 carries a separate list of requirements specific to designated public skate park facilities. Subsection A.6 flatly prohibits the use of cigarettes, smokeless tobacco, or any other type of tobacco or smoking product inside a skate park facility, alongside companion bans on glass containers (A.4) and alcoholic beverages (A.5) at the same sites. Skate park facilities operate from 6:00 a.m. to 11:00 p.m. unless the Director of Community Services designates different hours in writing, and use outside those hours, or after sundown before the City turns on facility lights, is separately prohibited under A.3.

Riders must also wear a helmet, elbow pads, and knee pads under A.1, and the City must post signage at each facility giving notice of that helmet-and-pad rule under subsection B. This tobacco ban is scoped to skate park facilities specifically; the broader Chapter 8.40 rules for City parks generally (Section 8.40.010) bar activities like unpermitted fires, golf, and being in a park between 11:00 p.m. and 6:00 a.m. without a permit, but do not repeat a blanket no-smoking rule for every park lawn or patio.

Enforcement of Chapter 8.40, including the skate park smoking ban, is assigned under Section 8.40.080 to any City police officer, park patrol officer, or other City officer or employee the City Manager designates.
