Kenner, LA Public Conduct: Outdoor Smoking Restrictions (2026)

Article VI of Chapter 13, Sections 13-70 through 13-73, is Kenner's outdoor and public-building smoking ban. Section 13-70 defines smoking broadly as inhaling, exhaling, burning, or carrying any lighted smoking equipment for tobacco or any other weed or plant, so the ban reaches more than manufactured cigarettes. Section 13-71 then lists three prohibited zones: any building the City of Kenner owns, operates, or manages; any outdoor area within twenty-five feet of an entrance or exit of such a building; and any outdoor sports arena, stadium, recreational area with playground equipment or sports fields or courts, or amphitheater owned, operated, or managed by the city.

That reach covers city hall, city recreation centers, and city parks with playground equipment and ball fields, not just the interiors of city buildings. Section 13-72 requires the Fire Department to post and maintain conspicuous 'NO SMOKING' signs at every covered location, mounted between five and eight feet above floor level, using either the words 'NO SMOKING' or the international no-smoking symbol, in numbers and locations sufficient to be clearly visible and legible. The article was rewritten by Ordinance No. 10,888 in 2015, which retitled Section 13-71 from its original 1987 heading limited to city-owned buildings and designated outdoor smoking areas at playgrounds to today's flat outdoor ban, and traces back further through Ordinance No.

10,272 in 2011 and Ordinance No. 5843 in 1987. Anyone who smokes in a covered location is subject to the general penalty in Section 1-9: a fine of up to $500.00, up to sixty days in jail, or both, plus optional community service, with each day treated as a separate offense.
