Kenner, LA Public Conduct: Public Urination (2026)

Section 7-113 makes it unlawful for any person to urinate in or upon any public building, private building, conveyance, or other form of property in public, without further definitions or exceptions carved into the section itself. The section carries no stand-alone fine schedule, so Sec. 7-3 of the same chapter fills the gap: where a Chapter 7 offense states no specific penalty, a violation is punished by a fine not exceeding $500.00 or imprisonment for not more than 60 days, or both, and each day a violation continues is a separate offense.

That default penalty clause, adopted originally by Ord. No. 7297 on September 21, 1995 and amended by Ord. No. 9953 in 2009, applies across dozens of Article VIII morals offenses that share the same drafting pattern as Sec. 7-113. A citation is typically written by a Kenner police officer who observes the act in a public building, private building, or vehicle exposed to public view; the ordinance does not require the officer to prove a sexual or lewd purpose, only that the urination occurred upon such property.

Because the Kenner Police Department, not Jefferson Parish, has jurisdiction only within the city limits, the same conduct in unincorporated Metairie is charged under separate parish or state provisions, not this section.
