Lynwood, CA Public Conduct: Outdoor Smoking Restrictions (2026)

Lynwood bans smoking, defined broadly in § 3-22.1 to include lighted pipes, cigars, cigarettes, hookahs, joints and blunts as well as operating any electronic smoking device such as a vape or e-cigarette, in every city park under § 3-22.3. The same prohibition reaches any building or facility the City or the former Lynwood Redevelopment Agency owns or leases for governmental use under § 3-22.2, though the City Manager or City Council may designate an indoor smoking area within such a building. Section 3-22.5 requires the City Manager to post and prominently display "No Smoking" signs, using that phrase or the international no-smoking symbol, at the entrances to every covered building, facility, and park.

Enforcement follows § 3-22.6: a first violation is an infraction punishable by a $1,000 fine, a second violation within twelve months of the first carries a $2,000 fine, and a third violation within that same twelve-month window carries a $5,000 fine. The ordinance, adopted under Ordinance #1369 and amended by Ordinances #1697 and #1718, does not carve out an exception for outdoor patios attached to city facilities, so any patio or courtyard within a covered building or facility falls under the same park and facility smoking ban. Marijuana smoking in the same locations is separately and explicitly prohibited under § 3-22.4.
