Lynwood's marijuana consumption ban, added by Ordinance #1697, ties directly to the City's tobacco smoking prohibition: § 3-22.4 makes it unlawful to smoke or ingest marijuana in any city-owned building, structure, facility, public park, location, area, or place where the Lynwood Municipal Code already bans tobacco smoking, meaning the ban automatically extends anywhere §§ 3-22.2 and 3-22.3 reach, including every city building, government facility, and public park. Ingestion, not just smoking, is expressly covered, so edibles used in a covered park or facility also violate the section.

The City Manager must post "No Smoking" signage at the entrances to every covered building, facility, or park under § 3-22.5, reciting the phrase "No Smoking" or the international no-smoking symbol, and that signage doubles as notice of the marijuana restriction. Enforcement runs through the same penalty schedule that governs tobacco violations in § 3-22.6: an infraction punishable by a $1,000 fine for a first offense, $2,000 for a second offense within twelve months of the first, and $5,000 for a third offense within that period.

Because this section addresses public consumption on City property rather than licensing marijuana businesses, it operates independently of the City's separate cannabis business regulations and applies even to conduct that is otherwise legal under state cannabis law for adults twenty-one and older.
