Chapter 9.32, the city's alcoholic liquor chapter, addresses open consumption in Section 9.32.100: no alcoholic liquor shall be consumed in automobiles operated upon the public streets and highways, nor upon the premises of any store or establishment doing business with the public not licensed to sell alcoholic liquor for consumption on the premises, nor shall anyone who owns, operates or controls any such public establishment or store permit the consumption of alcoholic liquor therein. The rule reaches two distinct situations: drinking inside a vehicle on a public street, and drinking on the premises of any unlicensed retail or commercial establishment open to the public, such as a gas station lot. The section places a duty on the owner or operator of such an establishment, not just the drinker, so a store that knowingly lets patrons consume alcohol on-site can be cited even if it never sold the liquor itself.

The prohibition sits alongside Section 9.32.120, which separately bars consuming or possessing alcohol on school property with intent to consume, and Section 9.42.010(C), which bars alcohol in city parks absent a chief-of-police permit; each is enforced as its own violation rather than folded into the general public-consumption rule. Because Chapter 9.32 does not set a distinct penalty for a Section 9.32.100 violation, the citywide general penalty in Section 1.12.010 controls, and Livonia police cite consumption they observe in vehicles or unlicensed lots.
