Huntington, NY Public Health Rules: Bed-Bug Rules (2026)

Town Code § 117-21(A)(6)(a) requires anyone disposing of bedding as a bulk item to enclose it within a single bedbug-proof bag constructed and sized to fully contain the material, then securely seal the bag once the bedding is inside; the heavy-duty bags that new mattresses ship in satisfy the rule as long as the mattress is completely sealed inside. This bagging duty sits inside the Town's broader bulk-item rule in § 117-21(A)(6), which allows no more than four bulk items per residential parcel on the second curbside pickup date of the week.

Section 117-21(A)(6)(b) makes failure to bag bedding placed at the curb, or at another department-designated Special Collection area, a violation of both the department's regulations and Chapter 117 itself. The rule targets mattresses, box springs and similar bedding specifically because those items are a common vector for spreading bed bugs once set at the curb, where they can sit for hours before a collection vehicle arrives. The requirement applies to every residential parcel receiving curbside bulk-item service from the Town or its contractors, and enforcement runs through the Department of Environmental Waste Management alongside the rest of the chapter's storage standards.
