New York operates the Expanded Syringe Access Program (ESAP) under Public Health Law, allowing pharmacies and authorized providers to sell or furnish hypodermic syringes to adults without a prescription. Suffolk pharmacies participate widely. For disposal, SCDHS provides guidance on FDA-approved sharps containers and partners with hospitals and pharmacies on take-back. Household sharps must not be placed loose in trash or recycling under NY State waste rules. Suffolk hosts periodic Stop-DWI and SCDHS household hazardous waste events that accept sharps. Some towns also operate kiosks at solid waste transfer stations.
