Pico Rivera, CA Sidewalk & Pedestrian Rules: Sidewalk Repair (2026)

Chapter 15.60 adopts the 2024 International Property Maintenance Code (IPMC), with all appendices except Appendix B, to establish minimum requirements for health, safety, property protection and general welfare as premises continue to be occupied and maintained. The amended Section 302.3 requires that sidewalks, walkways, stairs, driveways, parking spaces and similar areas be kept in proper repair and free of hazards, and that they otherwise comply with the Pico Rivera Municipal Code. The Property Maintenance Code's enforcement framework applies: when the code official finds a structure, equipment or premise that is unsafe or maintained in violation of the code, the official may post a placard under Section 109.7, and Section 109.10 lets the city record a certificate of violation against the property with the county recorder if a correction order is not met, which is released once the corrections are made and any fines and costs are paid.

Section 109.5 makes it a misdemeanor to remove or tamper with such a placard or notice without the code official's authorization. Because Chapter 15.60 does not set a separate fine for a sidewalk-repair violation, a citation for failing to keep sidewalks and driveways in repair is prosecuted as a general municipal code violation.
