Coon Rapids, MN Sign Regulations: Digital Billboards (2026)

Off-premises signs, including digital billboards, are covered in Section 11-1203.10. Subsection (2) has barred any new off-premises sign not already standing as of September 10, 2001, though a nonconforming off-premises sign located outside the designated highway corridor can be replaced with a conforming sign built inside that corridor. Where a conforming off-premises sign exists, it can carry a display up to 250 square feet per face and 30 feet tall under subsection (4), and it must sit at least 500 feet from a public park measured laterally along the roadway, 200 feet from residentially zoned property, and 1,000 feet from another off-premises sign on the same side of the road.

Subsection (5) then layers on the digital-display standards: a nonconforming off-premises sign cannot use dynamic display at all, and a conforming one that does must hold each full image or any part of it for a minimum of 60 seconds as a static display, with no flashing, scrolling, twirling, color change, or any illusion of movement, and any transition between images must happen by instantaneous re-pixelization rather than fading, dissolving, scrolling, or traveling. Brightness is capped at 5,000 nits during daylight and 500 nits from dusk to dawn measured at the sign face, and the sign needs an automatic dimmer that steps illumination down starting a half hour before sunset and back up a half hour after sunrise.

No portion of the display can fluctuate, strobe, or otherwise create the illusion of motion, and video-style imagery or pictorial sequences that mimic movement are barred outright.
