Kenner, LA Sign Regulations: Digital Billboards (2026)

Kenner's electronic message sign rules, Section 11.04(e) of the Unified Development Code's General Sign Regulations, control where digital billboards can go, how bright they can be, and how their messages behave. Zoning is restrictive by district: EVM signs are allowed only in the C-1 Neighborhood Commercial district and less restrictive commercial and industrial districts, and are flatly prohibited in the Rivertown Historic District and the RT-C1-PO Rivertown Neighborhood Commercial Planned Option district. Only one EVM sign is permitted per development site, and where an EVM panel is only part of a larger sign, the electronic image component cannot exceed thirty-five percent of that sign's total area, with only one panel per sign face allowed to use EVM technology.

Spacing rules keep digital displays away from homes and from each other: a sign must sit at least one hundred fifty feet from a residential zoning district and at least one hundred fifty feet from another electronic sign, measured radially from the farthest projection of each sign, and the display's face and vision cone must be oriented away from the nearest residential district. Brightness is numerically capped and must be measured either with a light meter or a nit gun by the Department of Inspections and Code Enforcement: between sunset and sunrise the sign cannot exceed three hundred twenty-three candelas per square meter, or three-tenths of a foot-candle above ambient light, and during the day it cannot exceed five hundred candelas per square meter.

Each static image must hold for at least eight seconds, transitions are capped at three seconds and must be instantaneous, and continuous scrolling, flashing, spinning, or other simulated-movement effects are all prohibited outright.
