Lynwood, CA Sign Regulations: Digital Billboards (2026)

Lynwood regulates two very different kinds of digital signage, and only one of them can go digital. Off-site outdoor advertising displays, the freestanding billboard-type structures placed along a commercial or industrial corridor under a development agreement, lease, or license with the city, are governed by Lynwood Municipal Code § 25-70-14. Item 6 of subsection A flatly bars any such advertising display that is so illuminated or contains a digital display if it interferes with or obscures an official traffic sign, device, or signal, and separately bars any off-site display from including a digital display at all, or from being illuminated with flashing, intermittent, or moving lights, tracking the outright prohibitions the state's outdoor advertising act (Business and Professions Code section 5200 et seq.) imposes on freeway-adjacent structures.

That ban applies regardless of the size or location of the off-site structure; item 5 already caps any facing at 1,200 square feet with a 25-foot maximum height and 60-foot maximum length. The only digital signage Lynwood allows sits on-site: § 25-70-13 lets a shopping center install one digital display sign, capped at 32 square feet, after obtaining a conditional use permit from the planning commission, and limits its copy to identifying businesses within that same shopping center, never off-site advertising. Every off-site advertising structure, digital or not, also needs a zoning permit, sign permit, and building permit under § 25-70-14(A)(10), issued at the discretion of the director of development services, and none may be installed without prior city council approval of the underlying agreement.
