" The Code's separate definitions of "Sign, Interior" and "Sign, Window" both describe a sign affixed to, posted on, or visible through the glass of a window or glass door so it can be read from outside the building, and the 25% cap applies to that category regardless of whether the sign is paper, vinyl, neon or a lit display, since the limit is measured against the window's total area rather than the sign's material. The cap sits alongside the rest of § 198-92(I)'s commercial sign menu, which separately permits identification signs sized by business frontage and one freestanding or monument sign per lot, so a business can combine a compliant window display with its permitted facial or freestanding signage without those allowances offsetting each other.

Because window signs are exempt from the permit process that applies to freestanding and facial signs, the twenty-five percent cap functions as the enforcement backstop: a storefront papered with signage beyond that share of the glass is a sign-code violation the Director of Public Safety can act on under the Article's general enforcement and removal authority in §§ 198-99 and 198-100.
