Solicitors must carry the permit and valid ID at all times while soliciting. Door-to-door solicitation is prohibited before 9:00 AM and after 7:00 PM (or sunset, whichever is later). Solicitors must immediately leave any property where the resident requests them to leave. Religious organizations and charitable nonprofits may be exempt from permit fees under the First Amendment but must still register with the city. Political canvassing is protected speech and cannot be required to obtain a commercial solicitor permit. Commercial solicitation in the public right-of-way or at traffic intersections is prohibited. Soliciting without a valid permit results in code enforcement citations and potential criminal trespass charges.
