Chapter 199, the Peddler and Solicitor Law, applies only to the unincorporated area of the Town of Ramapo under § 199-1, so it does not reach the Town's incorporated villages, which license peddlers under their own codes. Section 199-3 bars selling or soliciting orders on a public street or public place, and separately bars hawking, peddling or soliciting within the Town without a license from the Town Clerk; additional authorization can be required on private property. Applicants file a verified application under § 199-6 with personal identification, a physical description, business details, prior fraud or assault convictions, vehicle and insurance data, and three recent photographs.

The Town Clerk refers the application to the Chief of Police, who has 10 business days to investigate under § 199-8 and can disapprove it for moral-turpitude convictions, prior peddling-law violations, fraud or breach of solicited contracts. A first-time license runs 60 days from issuance; a renewal runs 360 days, per § 199-8B(2). Applicants post a bond under § 199-9 covering property damage, forfeited for falsification or Town Code violations. Section 199-5 exempts discharged veterans licensed by Rockland County, wholesalers, established local merchants, farmers selling their own produce, milk/baked-goods/heating-oil dealers, and certified fraternal, religious or charitable solicitors.
