Hoboken, NJ Special Events & Permits: Block Party Permits (2026)

City Code § 58-20 defines BLOCK PARTY as a temporary closure of one block of public right-of-way on a weekend day between 10:00 a.m. and 8:00 p.m., limited to enjoyment by property owners and tenants residing along that block. Applicants file with the Division of Cultural Affairs at least 45 days before the event under § 58-23B, and the Head of Cultural Affairs or a designee decides whether to issue the permit at their discretion under § 58-23A. Section 58-23A(10) sets block-party-specific conditions: the closure cannot substantially interrupt traffic, cannot risk harm to persons or property, and cannot block emergency vehicle access.

No more than one additional permit may be issued for the same block within the same calendar year, and a block loses eligibility if a prior permit there was revoked for violations. A one-time $250 permit fee under § 58-23A(10)(g) must be paid in full before the City issues the permit, and applicants must also carry a certificate of insurance and indemnification with a hold-harmless agreement acceptable to Corporation Counsel per § 58-23C(7), plus any other permits needed from Police, Fire, Emergency Management, Construction Code, Community Development, or Transportation and Parking under § 58-23C(8).
