Avondale, AZ Swimming Pools & Spas: Fencing & Safety Requirements (2026)

City Code sec. 4-181 requires all pools, spas and aquatic facilities to be equipped with required safety barriers, fencing, alarms and anti-entrapment devices as part of construction and design compliance. Sec. S. 36-1681: Avondale does not require verification of a resident's age before enforcing the barrier requirement, so a pool barrier must be compliant even if no child under six lives on the property. Where a dwelling wall forms part of the required barrier, sec. S. 36-1681(B)(3)'s self-closing, self-latching standard, unless the owner instead installs an audible door alarm meeting UL 2017 that sounds within seven seconds of the door opening for at least thirty seconds.

The chief building official (CBO), per sec. 4-180 and sec. 4-184, may inspect, issue citations, require immediate corrective action, suspend or revoke permits, or order a temporary closure if a barrier defect creates an imminent hazard. S. 36-1681 barrier height, gate, latch and spacing requirements remain fully enforceable regardless of which alternative is used for a dwelling-wall door.
