Pool fencing in unincorporated LA County must meet CA Title 24 Chapter 31 and the Swimming Pool Safety Act (HSC 115920-115929). Fences must be at least 5 feet high with no climbable elements (no horizontal rails, no chain link with openings larger than 1.75 inches). Gates must be self-closing and self-latching with the latch at least 54 inches above grade on the pool side. Openings in the fence cannot pass a 4-inch sphere. At least one additional approved safety feature is required: alarm system, safety cover (ASTM F1346), or isolation fence. Building permits are required for pool fencing installation.
Non-compliant pool fencing is a serious building code violation given the drowning risk. Initial notice gives 30 days to correct. Non-compliant pools may be ordered drained and covered. Fines of $250-$1,000 per day apply. Building & Safety may red-tag the pool until fencing is compliant.
