Bloomfield, NJ Trash & Recycling: Bin Placement Rules (2026)

Section 611-2 of the Bloomfield Township Code, in the Board of Health's Chapter 611, Environmental Quality Assurance, controls where and when collection receptacles sit. Subsection H sets the clock. No solid waste receptacle or bulky waste may be placed at the curb, on the sidewalk or on any public right-of-way prior to 5:00 p.m. on the day preceding the scheduled collection day. After collection, no receptacle can remain at the curb longer than two hours in any commercial or business area, and no residential receptacle can remain longer than 24 hours after being set out.

Subsection A covers storage between pickups. Garbage containers must be of safe construction and design, kept in good and serviceable condition and able to secure the lid. Cans must be stable and freestanding, and no plastic bags are to be used for standalone placement at the curb, a rule added by Ord. No. BOH 03-2023 on 7-12-2023. On noncollection days, garbage, refuse, bulky waste, white metal and trees and vegetative waste awaiting collection cannot be stored between the front or side building setback lines and the curb.

Section 611-1 defines the container. A suitable receptacle for household garbage is solidly constructed, made of metal or rigid plastic, watertight, with tight-fitting lids and handles, with a capacity of no more than 35 gallons or 50 pounds. Paper or plastic shopping bags and cardboard boxes are not suitable receptacles for garbage, and Subsection B bars garbage in wooden barrels, baskets, oil drums, paper drums or plywood drums. Recycling receptacles follow the same Subsection H timing under Subsection L(2).
