Bloomfield, NJ Trash & Recycling: Illegal Dumping (2026)

Section 611-2(E) of the Bloomfield Township Code, in the Board of Health's Chapter 611, prohibits dumping in two layers. Subsection (1) bars placing or throwing any refuse, waste material or wastepaper, or discarding any article, in any street, alley or other public place or upon any private property, whether owned by the person or not. It also bars sweeping or depositing refuse so it can be carried by the elements onto any street, sidewalk, alley, sewer, park or parkway or onto any occupied premises. Subsection (2) makes it unlawful to deposit refuse, rubbish or waste matter of any kind upon any field, vacant lot or building plot in the Township.

Water is covered by Subsection D. No person can discharge sewage or waste into the brooks or rivers within Bloomfield that empty into the Passaic River, and it is unlawful to dump rubbish or refuse in any brook, stream or watercourse or its bed that could hinder or obstruct the free flow of water. Subsection F adds that public litter baskets are specifically for litter, and dumping private refuse that belongs in solid waste collection into them is unlawful.

Section 611-4(A) directs the Health Officer or designee to order immediate removal of garbage, bulk waste, trash or debris from any land in the Township where needed for public health, safety and general welfare. If the condition is not an immediate risk, a violation notice issues with a compliance period not exceeding 10 days. Under Section 611-5, if the owner or tenant neglects the notice, the Health Officer removes the material and certifies the cost to the Township Council, which charges it against the property as a lien added to the taxes, bearing the same interest as taxes.
