No waste intended for municipal collection may be placed at curbside earlier than 5:00 p.m. of the day prior to the scheduled collection day. The collection cart and any items not collected should be removed from curbside not later than 12:00 noon of the day following the day on which collection is scheduled to occur. Except during collection hours the collection cart, bulky waste or other collection container should be stored away from the street at a location which is no nearer to the street than the front wall of the primary structure located on the property. Any municipal customer who fails to properly store a collection container shall, after an initial notice and warning of violation, be charged $25.00 per violation.

Sec. 54-34 governs where and when residential waste containers go out. Carts, disposable containers, recycling bins and bulky waste should sit on the customer's premises immediately next to the curb or pavement edge of the abutting street or alley; where steep slopes or similar conditions prevent an upright container from staying on the property, it may go on the adjoining street pavement as long as it does not obstruct traffic or create a safety hazard, and the cart should face the direction marked on it.
