Conroe, TX Trash & Recycling: Dumpster Rules (2026)

Sec. 54-40 requires every commercial garbage service customer to obtain enough commercial garbage collection containers, defined in Sec. 54-1 to include dumpsters and roll-off boxes, to handle its waste. It is unlawful for the customer or property owner to let that container be visible from a public street or an adjacent residential property. Subsection (c) lists six defenses to that visibility rule: the container is screened from view; it sits adjacent to an alley and is not generally visible from another street or residential property; it is more than 50 feet from the edge of pavement of the nearest street; it is more than 50 feet from the nearest adjacent residential property line; it is a temporary construction-site container for construction or demolition debris; or it is used solely for a recycling program and clearly marked as such.

Subsection (d) defines 'screened from view' as hidden by an opaque wall, fence or dense shrubbery at least six feet tall, judged from ground level rather than from an elevated vantage point. The director of community development may grant a variance under subsection (e) if the city has refused to provide collection service to the site and there is no location where the container can be both screened and accessible to the collection vehicle. Containers may not sit in a street or alley right-of-way, or on other city property, without the city's consent (subsection (f)).
