East Orange, NJ Trash & Recycling: Bin Placement Rules (2026)

City Code § 156-3 sets the placement window for solid waste receptacles citywide: no receptacle or solid waste may be placed for collection on the curb, sidewalk or public right-of-way before 5:00 p.m. on the day preceding the scheduled collection day. After collection, receptacles cannot remain at the curb longer than two hours at any commercial source or residential source with four or more dwelling units, or longer than seven hours at a residential source with four or fewer dwelling units. Violations of this placement schedule are penalized under § 156-15.

A companion provision, § 156-3.1, requires the owner of each residential property to supply sufficient recycling containers, as described in § 156-1, for temporary storage of recyclable material pending collection, and mandates the containers sit somewhere easily accessible to residents that does not create a nuisance, again cross-referencing § 156-15 for violations. The article's general penalty schedule in § 156-15A applies: a first offense of the placement rules draws a $200 fine, escalating to $200 with discontinued service on a second offense, $500 with discontinued service on a third, and $1,000 with discontinued service on a fourth or later offense, with each day of a continuing violation counted separately.

First-time violators of §§ 156-3, 156-3.1 or 156-6 may plead guilty and pay $200 directly to the Violations Bureau of the East Orange Municipal Court at 221 Freeway Drive within 14 days of notice, without a court appearance; a second or subsequent offense forfeits that option. The Water, Public Works, Property Maintenance and Health Departments jointly enforce the article per § 156-15C.
