East Orange, NJ Trash & Recycling: Yard Waste Collection (2026)

Section 172-19.1, added in 2019, makes it unlawful to dispose of leaves by depositing them in a catch basin or sewer or leaving them along a curbline or gutter, and bars blowing leaves onto adjacent property with air blowers or other equipment; leaves may sit temporarily in a gutter only long enough to assemble and bag them. Outside the leaf disposal period, leaves must be containerized in a biodegradable bag before disposal. During the designated leaf disposal period, Subsection A allows bagged leaves to be placed at the curbline or in the street gutter fronting the property, but never closer than 10 feet to a storm drain inlet or catch basin, and for no more than seven days before collection.

The leaf disposal period itself is not fixed on a calendar; Subsection B has the City's Business Administrator or City Engineer announce the dates with at least two weeks' advance notice, posted in a public place reserved for such announcements, published in a locally circulated newspaper, and filed with the Municipal Clerk. Violations of the leaf-disposal rule fall under the general littering penalty in § 172-20, which is not one of the sections eligible for the reduced Violations Bureau plea of $200; the full penalty range applies instead.
