East Orange, NJ Trash & Recycling: Dumpster Rules (2026)

City Code § 156-2.1 requires every person who controls a refuse container or dumpster, whether owned, leased or operated, to ensure it stays covered at all times and prevents refuse from spilling or overflowing (Subsection A), and separately bars any leak or discharge of liquids, semiliquids or solids into the municipal separate storm sewer system operated by the City of East Orange (Subsection B). The rule exempts permitted temporary demolition containers, litter receptacles (other than dumpsters or bulk containers), individual homeowner trash and recycling containers, containers at facilities holding a valid NJPDES stormwater discharge permit, and large bulky items such as furniture or white goods set curbside for pickup.

Businesses generating commercial trade waste must separately obtain a $200 annual permit from the Department of Public Works under § 156-14.1, renewed whenever the hauler changes, and must post the permit prominently near an entryway showing the business name, address, collection times and hauler contact information under § 156-15A. Enforcement runs through the Water Department, Public Works Department, Property Maintenance Department and Health Department, per § 156-15C. A first violation of the container rules draws a $200 fine, a second draws $200 plus discontinuance of collection service until compliance, a third draws $500 with discontinuance, and a fourth or later offense draws $1,000 with discontinuance, with each day of noncompliance a separate offense under § 156-15A.

Commercial trade permit violations under § 156-15.1 carry a separate minimum fine of $500 (up to $2,000 for repeat offenses), plus up to 90 days imprisonment or 90 days of community service.
