Jackson, TN Trash & Recycling: Bin Placement Rules (2026)

Jackson Municipal Code § 17-304(1) requires every residential unit to use the polycart the city's contractor provides for waste, bars residents from substituting bags or their own trash cans for it, and prohibits overloading or overfilling the cart so the lid will not fully close; the director of health and sanitation can refuse collection for noncompliance. Section 17-304(2) sets the placement rule: polycarts and hand piles must sit as close to the roadway as practicable without interfering with or endangering vehicles or pedestrians, except for residents who qualify for hardship or disability status, and during right-of-way construction work the cart must go as close as practicable to an access point for the collection vehicle instead.

Residents whose only access is an alleyway place the cart at the edge of the alleyway. Section 17-304(4) covers the cart itself: it remains the contractor's property, must stay at the residential unit where delivered, and the resident must keep it sanitary, in good repair and free of any buildup that would attract flies, mosquitoes or rodents. A lost or missing cart is the resident's responsibility, and a replacement costs fifty dollars unless the original was damaged, in which case the contractor replaces it at no charge.
