Jackson Municipal Code § 17-301 makes refuse and waste collection mandatory: every residential, industrial and commercial unit in the City of Jackson that generates refuse or waste on its premises must be provided collection through the city's refuse collection service, and residential waste must be removed twice each week or more often if the director of health and sanitation decides it is necessary. Section 17-304(2) puts that schedule into practice for houses: the city, through its contractor, provides twice-per-week curbside collection of residential waste properly placed in the unit's polycart, with curbside meaning the right-of-way next to paved or traveled streets in front of the home.

Section 17-305(5) sets a different rhythm for businesses and industry: regular collection for commercial and industrial units runs Monday through Friday and on Saturday until noon each week, at a frequency the city's contractor and the unit agree on. Section 17-302 makes the city, or its contractor, the exclusive collector for most refuse, with narrow exceptions for producers who personally haul their own waste to the municipal disposal site and for outside collectors using approved containers and vehicles, and § 17-303 puts the director of health and sanitation in charge of the whole system, including setting collection days and container rules, subject to appeal to the city council.
